Recycling refers to recycling the application pool within Windows Internet Information Services.
Recycling flushes the memory and restarts the applications as a new process and terminates the old processes. This is different to restarting IIS which maintains the existing process but restarts the service.
Recycling occurs naturally within IIS by default every 29 hours. Why 29 hours you ask?... it's the smallest prime number over 24 hours... so gives a staggered relatively non repeating pattern.
You can manually recycle the application pool from within IIS as required.
