Can I reboot a service without impact?

Solution:
Yes.
1. Application pool recycle (RMS page recycle).
2. Webserver reboot (Shutdown/R).
3. MS SQL database reboot (Shutdown/R).

Additional Information:
MS SQL Database reboot (shutdown/R)
Webserver reboot (shutdown/r) or application pool recycle (IIS, RMS PAGE recycle).
