When testing the call/sms I get a connection error: POSThttps://api.twilio.com/.../Messages.json.
Possible Root Cause:
No internet connection.
Solution:
Check to see if the internet connection is working by logging into internet explorer.

Can you provide exact URL application tries to access for SMS notification?
The RMS does not send to a self-defined URL, but uses a Twilio library to manage it. But from the Twilio documentation (https://www.twilio.com/docs/sms/api) you can see that the following URL is used: https://api.twilio.com/2010-04-01
