Can I reset the pending error and alarm counters?

Yes, please restart the service manager.

I tried to restart the service manager but all pending alarm and error was still there.

To clarify the resetting only corrects for a bug related to incorrect values in the pending alarms and error measurement points. The pending alarms / errors measurement points should match the values of active alarms / errors as per the event summary at the top right of the page.
